Thomas F. McCoy

Senior Vice President of Upstream

Professional Experience
Thomas F. McCoy was named Senior Vice President of Upstream at Williams in March 2025. In this role, McCoy oversees the commercial and operational aspects of the company’s upstream business, focusing on optimizing operations to enhance Williams’ competitive advantage and advance the execution of Williams' long-term strategy.

McCoy brings over forty years of extensive experience in petroleum engineering to his role. Prior to Williams, he served as Senior Vice President of Production at Cimarex Energy where he was instrumental in promoting safe and efficient operations, overseeing production and midstream operations, and driving technical innovations in production enhancement, base decline mitigation and emissions reduction. His earlier roles at Cimarex Energy included Vice President of Production and Exploration Manager for the Mid-Continent Region where he managed interdisciplinary exploration teams and implemented best practices in field production operations.

McCoy also has a rich background in practical reservoir engineering, having worked at Vintage Petroleum and Phillips Petroleum Company. He developed his expertise focusing on production forecasting, surveillance and reservoir optimization.

Education
McCoy holds both bachelor and master’s degrees in petroleum engineering from the University of Tulsa and is a retired Registered Professional Engineer in Oklahoma.

Industry Leadership
McCoy serves as an Adjunct Professor of Petroleum Practice at the University of Tulsa, where he teaches courses on petroleum economics and energy asset evaluation. McCoy is currently serving as Chairman of the 2026 Society of Petroleum Engineers Improved Oil Recovery Conference in Tulsa, Okla., and has been actively involved in the Society of Petroleum Engineers, holding various leadership positions and contributing to numerous technical publications. McCoy is a member of the University of Tulsa Petroleum Engineering Department Industrial Advisory Board.
